Working or already implemented things

The Layers dialog controls all layer functions - adding new layers, renaming, deleting, arranging, toggling visibility and edit-locking, and setting Blend mode and opacity.
Layer Dialog is accessible via:
- Main Menu -> "L_ayer": the Layer Dialog box is opened when clicking on the last option at the bottom of dropdown List "Layers". Also most of the Layer functions are included in this dropdown list:
- add, duplicate, rename
- view one layer up/down
- move selection to layer up/down
- changing order of layers
- delete layer
- Layer Diaolog
- Commands Bar Button: Button "show Layers" opens the Layer Dialog Box
