We depend on code that is licensed GPL3+:

We did depend on some Gimp widgets that were GPL3 but those have been replaced with new C++ widgets.

Mc, re: gpl2+ yes we can license as that and distribute inkscape as 3+. In fact we effectively had to do that (legally at least) due to the gimp 3+ bits.
