			This grab shows the independent "hicolor" icons on top, and the internal icons.svg icons on the bottom. In the case of independent icon case, they will override the system icons (rotate and flip in this case) on ''some'' versions of libs. In this particular case Inkscape itself is running on Ubuntu 8.10 and a high-visibility theme (so as to not be confused with our Tango icons).

			In the independent icons case, they are overriding the system icons. Thus they are not just being hooked in to the fallback resolution as the final case. In the icons.svg case the orange arrows from the system are coming through as intended.
