I have no idea of the detail of this project; I don't currently have the skills necessary to try implementing it. I'm also not sure whether it's a good idea for Inkscape to offer hosted repositories (using [http://www.redmine.org/projects/redmine Redmine] or [http://trac.edgewall.org/ Trac]?) or whether it would be better to just leave it to the developer to use somewhere like [http://github.com/ GitHub] or [http://bitbucket.org/ BitBucket] and then use their APIs to pull some basic data onto the site.
